The Deadliest Police Operation in Rio de Janeiro's History

A Confrontation of Unprecedented Dimensions

On Tuesday, October 28, 2025, the Rio de Janeiro state government launched an unprecedented police operation in the Alemão and Penha favelas. Dubbed “Operation Containment,” approximately 2,500 officers participated, supported by helicopters, armored vehicles, and drones, with the stated objective of halting the expansion of the Comando Vermelho gang, according to Al Jazeera. Authorities reported that the operation resulted in the seizure of a large arsenal and drugs, and that intense clashes took place in nearby wooded areas. According to Reuters, the state governor described the operation as “the largest in Rio de Janeiro’s history.”

However, CNN Mundo indicated that the death toll raised alarms: the state public defender's office counted at least 132 deaths, a figure that far exceeds the initial official reports.

Human Rights and Post-operation Justice

The reaction from national and international organizations has been forceful. The Office of the United Nations High Commissioner for Human Rights (OHCHR) urged “swift and effective investigations” and reminded the authorities of their obligations under international human rights law. (UN Human Rights Committee) For its part, Human Rights Watch noted that the crime scenes were not properly preserved and that outside experts were not allowed to participate in the initial investigations.

Similarly, the public letter from 27 organizations denounced the operation as “not a security policy but a policy of death” against Rio’s poor communities, attributing responsibility to the governor for a lethal pattern that has persisted since 2021, Conectas reported.

Impact on Tourism and Urban Development

For a city like Rio de Janeiro, which depends on tourism, the effects of an event of this magnitude cannot be ignored. The news of dozens of bodies lined up in the streets of the favela, the closure of schools, the paralysis of transportation, and the use of armed drones create an image of a city at war.

At the same time, the state's strategy of cleaning up and restoring order can be interpreted as an attempt to re-establish conditions suitable for international tourism, investment, and the revitalization of marginalized neighborhoods. However, its long-term success will depend on whether this strategy includes justice, transparency, and alternatives for the residents of these areas.

Logic of State Confrontation

The operation on October 28, is part of a strategy of direct state confrontation against crime, but in doing so, it strains the values of security, human rights, and community care. It remains to be seen whether territorial control will translate into a real improvement in the quality of life for residents, and whether the city can maintain its reputation as a tourist destination without neglecting the wounds these confrontations expose.
