Mexico Denounces Multi-Million Dollar Digital Operation Behind the “Generation Z”

Government Accuses International Disinformation Campaign

The Mexican government has linked a protest march on November 15 by young people who identify as part of “Generation Z” to an alleged international disinformation campaign, according to a report presented by Miguel Ángel Elorza, coordinator of the Infodemic unit. According to this analysis, the estimated expenditure on the digital strategy exceeds 90 million pesos over a month and a half.

An Alleged International Network Behind the Campaign?

According to Elorza, the mobilization did not originate solely as a genuine youth protest, but was amplified by a coordinated network of bots, influencers, opposition political figures, and businesspeople, among whom he mentioned Ricardo Salinas Pliego. In his presentation, he also linked the campaign to the Atlas Network, an international network with a presence in Latin America and Europe that, according to the report, has operated similar campaigns against progressive governments.

Elorza explained that his team tracked the online conversation since early October. They identified the sudden creation or reactivation of accounts on TikTok and Facebook with names like generacionz_mx, revolucionariosmexicanos, and somosgeneraciónzmx. In total, at least 179 accounts were detected on TikTok and 359 communities on Facebook, many managed from abroad.

A striking point in the report is the dramatic shift in the narrative surrounding the protests over time. Initially, between mid- and late October, the message focused on a peaceful protest demanding the president's recall, but by the end of that month, AI-generated images, such as depictions of the National Palace in flames, began circulating. Following the assassination of Uruapan's mayor, Carlos Manzo, the discourse shifted toward insecurity, with digital communities, according to Elorza, synchronizing this change in tone.

At a morning press conference, Mayor Claudia Sheinbaum described the mobilization as a political and media operation rather than a genuine demonstration. She stated that many of the organizers don't belong to that generation and that there is evidence of foreign funding. To reinforce these claims, Luisa María Alcalde, leader of the Morena party, presented a contract between the National Action Party (PAN) and one of the alleged organizers of the march, identified as Edson Andrade, for more than 2 million pesos for “digital strategy and social media management.”

Official Reactions and International Presence

The Infodemia report also points out that some social media pages, previously dedicated to entertainment or travel content, suddenly changed their focus to promote the march or criticize the government. Furthermore, emotional audiovisual content specifically targeting a young audience was allegedly used to amplify the demonstration, Elorza stated.

Other media outlets, such as Publimetro, reported on the government's accusation regarding an "international far-right" involved in the digital operation. According to this report, among the alleged promoters are digital consultants from other countries, such as Fernando Cerimedo, who has been involved in political campaigns in Latin America.

In the context of these allegations, the march took place with a significant presence of adults — not just young people — according to the government itself. El País reported that, of the approximately 17,000 attendees, many were over 30 years old. Violent incidents occurred during the protest: stones and other objects were thrown at the National Palace, resulting in around 120 injuries and at least 20 arrests, according to the same source.

In her complaint, Sheinbaum also called for an investigation into those who may have financed or coordinated the march from abroad. Meanwhile, Infodemia insists that the movement was not merely digital, but rather an “artificial mobilization” orchestrated with political and economic interests.
