Costa Rica Is Redirecting Tourism Toward Its Most Undiscovered Regions

New National Strategy Focuses on Limón, Osa and the Southern Zone

Costa Rica is preparing a major transformation in its tourism strategy as authorities increasingly focus on developing lesser-visited regions such as Limón, the Osa Peninsula and the country’s Southern Zone. The initiative seeks to diversify tourism flows, reduce pressure on overcrowded destinations and expand economic opportunities into areas historically left outside the country’s main tourism circuits.

For decades, Costa Rica’s tourism industry has largely revolved around internationally famous destinations such as Guanacaste, Arenal, Monteverde and Manuel Antonio. While these regions continue attracting millions of visitors each year, officials and tourism analysts now argue that the country must spread tourism growth more evenly to avoid infrastructure strain, environmental pressure and excessive concentration of investment.

The new strategy places special attention on Limón, Costa Rica’s Caribbean province known for its Afro-Caribbean culture, tropical coastline, biodiversity and rich culinary traditions. Tourism authorities believe the region possesses enormous untapped potential, particularly among travelers increasingly searching for authentic cultural experiences, ecotourism and less commercialized destinations.

Limón has long occupied a unique place within Costa Rican identity. The province preserves strong Afro-Caribbean cultural influences visible in local music, cuisine, language, architecture and traditions. Destinations such as Puerto Viejo, Cahuita and Manzanillo have gradually become internationally recognized for their beaches, wildlife, surfing culture and slower-paced atmosphere compared with more heavily developed resort regions.

At the same time, the Osa Peninsula is emerging as one of Costa Rica’s most important priorities for sustainable tourism development. Often described by conservationists as one of the most biodiverse regions on Earth, Osa contains vast tropical rainforests, marine ecosystems and protected wildlife habitats centered around Corcovado National Park. Environmental groups and tourism planners increasingly view the peninsula as a model for balancing conservation with carefully managed tourism growth.

Authorities also hope tourism expansion in the Southern Zone can generate stronger economic opportunities for rural communities that continue facing infrastructure limitations and fewer investment opportunities compared with other parts of the country. The region includes areas near the Panama border and contains mountains, forests, rivers, Indigenous territories and Pacific coastal destinations that remain relatively underexplored by international tourism markets.

Government officials say the strategy will prioritize sustainable infrastructure, environmental protection, community-based tourism and improved transportation connectivity rather than large-scale mass tourism projects. Costa Rica’s international image as a global ecotourism leader remains central to the initiative. Tourism authorities increasingly argue that future growth must focus not only on visitor numbers, but also on sustainability, local economic participation and long-term environmental preservation.

The shift comes at an important moment for Costa Rica’s tourism economy. The country recently closed one of the strongest tourism seasons in its history, with record passenger traffic at Juan Santamaría International Airport and continued growth in international arrivals from the United States, Canada and Europe. Tourism remains one of Costa Rica’s most important economic sectors and supports thousands of jobs across hotels, restaurants, transportation, tour operations and local businesses.

However, rapid tourism growth has also generated concerns in some destinations. Environmental organizations and local residents have increasingly warned about rising housing prices, pressure on water systems, traffic congestion, coastal overdevelopment and the growing environmental impact of tourism concentration in highly visited regions.

By redirecting part of tourism growth toward regions such as Limón and Osa, authorities hope to reduce some of those pressures while creating broader economic benefits throughout the country. Analysts also believe the strategy reflects changing global travel trends. Many international travelers increasingly seek destinations connected to nature, Indigenous cultures, local gastronomy, biodiversity and slower tourism experiences rather than traditional mass-tourism models centered exclusively on large resorts.

Costa Rica’s reputation in sustainability and biodiversity gives the country a strong advantage within these emerging tourism trends. The country protects roughly a quarter of its national territory through parks, reserves and conservation systems, making environmental preservation deeply connected to both national identity and tourism marketing.

Infrastructure improvements are expected to play a key role in the success of the initiative. Authorities continue evaluating investments linked to regional airports, highways, public transportation, water systems and digital connectivity in order to support tourism growth without compromising ecological balance.

Tourism planners also emphasize the importance of involving local communities directly in future development projects. Community-led tourism, local entrepreneurship and cultural preservation are increasingly viewed as essential elements for ensuring that tourism revenue remains within local economies rather than concentrating primarily among large international operators.

The growing focus on Limón, Osa and Costa Rica’s Southern Zone reflects how the country is attempting to redefine the future of tourism through sustainability, regional inclusion and environmental protection.
