Barcos, carbono y diplomacia: cómo Donald Trump detuvo el primer impuesto mundial al transporte marítimoEn una jugada que marca un retroceso significativo para la agenda climática global, la International Maritime Organization (IMO), con sede en Londres, aplazó por al menos un año la adopción de un mecanismo pionero para gravar las emisiones del transporte marítimo. El plan, conocido como el “Marco Net-Cero” (Net-Zero Framework), contemplaba imponer una tasa global por tonelada de CO₂ emitida por buques con un peso bruto superior a 5 000 toneladas, estimando recaudar entre 11 y 13 mil millones de dólares anuales para impulsar combustibles limpios, mejoras de flotas y asistencia a países en desarrollo. Sin embargo, la administración de Trump lideró una ofensiva diplomática sin precedentes: amenazó con tarifas recíprocas, sanciones portuarias y restricciones de visado a países que apoyaran la medida. El resultado: 57 países votaron a favor de aplazar la medida, 49 en contra y 21 se abstuvieron. Este retroceso no es técnico. Representa, para comunidades vulnerables, un golpe al sistema multilateral de acción climática. Expertos advierten que retrasar acciones en un sector que ya representa alrededor del 3 % de las emisiones globales —y que podría alcanzar el 10 % hacia 2050— equivale a dar oxígeno al cambio climático. Desde una óptica de justicia social y ambiental, la maniobra de Washington pone en evidencia un conflicto de poder: cuando el transporte internacional que sustenta gran parte del comercio global decide que no pagará por contaminar, las consecuencias recaen sobre quienes ya sufren inundaciones, sequías o subidas del nivel del mar. Las pequeñas naciones isleñas, por ejemplo, han calificado el aplazamiento como “inaceptable” ante la urgencia que viven. La industria naviera, que había mostrado apoyo al mecanismo porque demandaba claridad para invertir en tecnologías limpias, quedó en la incertidumbre. Las compañías y los gobiernos ahora enfrentan un dilema: invertir sin marco regulatorio firme, o posponer y perder ventaja competitiva. Para esta revista, este episodio es una llamada de atención sobre cómo la lucha por un mundo más justo y sostenible se enfrenta también a barreras económicas, geopolíticas y estructurales. No basta con firmar declaraciones: se requiere que las grandes potencias dejen de frenar acciones climáticas cuando sus intereses comerciales o políticos están en juego. |
